Obama's NASA budget favors a space telescope over Mars exploration

The proposed 2013 federal budget shifts funding away from missions to Mars and emphasizes manned spaceflight and astronomy.

The proposed 2013 federal budget unveiled by President Barack Obama today (Feb. 13) keeps NASA funding relatively flat next year, but bites deep into the agency's robotic Mars mission coffers while shifting new funds to human exploration and space technology.

According to the?White House's 2013 budget request, NASA would receive about $17.7 billion for next year ? $59 million less than the space agency received for 2012.

However, NASA's planetary science efforts would suffer a 20 percent cut next year, with the president allocating just $1.2 billion for unmanned missions to Mars and other solar system bodies. Meanwhile, funding for human exploration and commercial spaceflight would rise nearly 6 percent, to $3.93 billion, and space technology would get a 22 percent bump, to $699 million.

Experts say the reduction in planetary science funding will probably compel NASA to drop out of the European Space Agency-led?ExoMars missions, which aim to launch an orbiter and a drill-toting rover to the Red Planet in 2016 and 2018, respectively. NASA was due to provide rockets for both missions, as well as various instrumentation.

These two missions are viewed as key steps along the path toward a Mars sample-return mission, which many researchers regard as the best way to search for signs of life on the Red Planet.

"Underpinning this is not committing to a long-term Mars program ending in a multibillion-dollar sample-return mission," said space policy expert John Logsdon, professor emeritus at George Washington University in Washington, D.C. The White House's proposed allocation for NASA in fiscal 2013 represents less than 0.5 percent of the overall federal budget request, which is $3.8 trillion.

Other NASA programs fare better than planetary science in the request for fiscal year 2013, which runs from Oct. 1, 2012, through Sept. 30, 2013. The space agency's Earth sciences program, for example, would receive $1.78 billion, slightly more than the president allocated in his fiscal 2012 budget request.

The White House also prioritizes space technology, as evidenced by the 22 percent increase requested in the 2013 budget proposal.

"The Administration's commitment to enhance NASA's role in aerospace technology development aims to create the innovations necessary to keep the aerospace industry ? one of the largest net export industries in the United States ? on the cutting edge for years to come," the White House wrote in a summary outlining the budget request.

Obama's proposal also allocates about $2.9 billion for NASA's next-generation manned transportation system, which consists of a heavy-lift rocket called the?Space Launch System?(SLS) and a capsule called the Orion Multi-Purpose Crew Vehicle.

The SLS and Orion, which are designed to carry astronauts to destinations in deep space such as asteroids or Mars, received $3 billion in fiscal 2012. NASA hopes the combo is operational by 2021.

Commercial space transportation gets a vote of confidence in the 2013 budget request. The president slotted $830 million for NASA's Commercial Crew Development (CCDev) program, NASA's effort to encourage American?private spaceflight companies?to start ferrying astronauts to and from the International Space Station.

At some point over the past week or so, I?ve created the impression that I favor ?term limits? for the Hall of Fame voters.

I don?t.

I favor expansion of the process and diversity of the voting pool, with former players and coaches and Hall of Famers having a say.? If the voting is going to remain in the hands of only 44 people, I favor a higher level of scrutiny as to who gets a ticket to enter, and to continue to remain in, the meeting room.

Some (including newly-minted Hall of Famer Willie Roaf) have argued in favor of term limits.? I simply favor finding the best group of people to determine who enters the Hall of Fame, along with keeping them in place for as long as they continue to be among the best group of people to determine who enters the Hall of Fame.

I mention this because Peter King?s latest item regarding the criticism of the Hall of Fame selection process quotes an email to him from another voter, who contends that I am ?banging the drum for turnover and a fresh crop of selectors every few years.?? I never have said that, and I don?t think that a ?fresh crop? every few years would improve the process.

The voter who emailed Peter also writes that ?[s]everal of us are questioning whether we want to continue on the committee,? and that ?[t]he pressure and responsibility at times is overwhelming.?? Peter says that he?s also considering stepping aside from an assignment that ?has gone from an honor to equal parts burden and honor.?

This is the part where collegiality and political correctness would compel me to do the predictable thing, and to plead publicly with Peter to not resign.? But I?m not going to do that, even though the committee as constituted would be far worse off without him.

Every year, a narrow window opens for offering criticism of the current Hall of Fame selection process.? If the folks who run the Hall of Fame can keep their heads low for a week or two in early February, everything dies down and anyone inclined to clamor for change moves on to the Scouting Combine and free agency.? It therefore will require something significant to get the attention of those who have the authority to implement improvements to the process.

If Peter and others believe that what was once an honor is now too much of a burden due to increased scrutiny and pressure, then the Hall of Fame?s Board of Trustees must find a way to address the situation by, for example, expanding the panel and in turn diluting the power, and the ensuing pressure, that each member of the selection committee possesses.? If the Hall of Fame?s Board of Trustees chooses to continue to do nothing, then Peter and others who no longer enjoy serving should resign.? If that?s what it takes to get the Hall of Fame?s Board of Trustees to take meaningful steps to improve the process, then in the long run it wouldn?t be a bad thing.

The voter who emailed Peter also writes that ?there are fewer of us who can commit to attending the meeting each year.?? Setting aside the fact that virtually the entire working NFL media descends on the Super Bowl host city for the full week preceding the championship game and the fact that the selection meeting occurs in the host city the day before the Super Bowl, the simplest answer to that specific problem is this:? Scuttle the selection meeting.

If/when the pool of voters grows, it will be even harder to convene the meeting.? So just get rid of it.? The baseball writers don?t have a meeting, and they still manage to put people into Cooperstown every year.

In a world that has changed dramatically over the last two decades, the Hall of Fame?s selection process has become outdated, in several ways.? With millions more people paying attention to the NFL and thus to its Hall of Fame, far more than 44 should hold the keys to Canton.? With largely forgotten players who weren?t able to secure enshrinement when competing against their peers automatically claiming up to two spots per year that could go to more deserving candidates who played the game in its far more popular and significant modern era, the Senior Selection Committee should be regarded as having served its purpose, and it should be retired.? And with numerous means of instantaneous communication now available, a Highlander-style gathering of the voters, whether the number is 44 or 4400, is inefficient and unnecessary.

It would be unfortunate if Peter and multiple other competent voters resign in the face of increased pressure exacerbated by the failure of the Hall of Fame?s Board of Trustees to even acknowledge the annual calls for change.? Still, if a mass walkout by the voters doesn?t get the Board of Trustees? attention, then nothing will.

Planck all-sky images show cold gas and strange haze in Milky Way galaxy

ScienceDaily (Feb. 13, 2012) ? New images from the Planck mission show previously undiscovered islands of star formation and a mysterious haze of microwave emissions in our Milky Way galaxy. The views give scientists new treasures to mine and take them closer to understanding the secrets of our galaxy.

Planck is a European Space Agency mission with significant NASA participation.

"The images reveal two exciting aspects of the galaxy in which we live," said Planck scientist Krzysztof M. Gorski from NASA's Jet Propulsion Laboratory in Pasadena, Calif., and Warsaw University Observatory in Poland. "They show a haze around the center of the galaxy, and cold gas where we never saw it before."

The new images show the entire sky, dominated by the murky band of our Milky Way galaxy. One of them shows the unexplained haze of microwave light previously hinted at in measurements by NASA's Wilkinson Microwave Anisotropy Probe (WMAP).

"The haze comes from the region surrounding the center of our galaxy and looks like a form of light energy produced when electrons accelerate through magnetic fields," said Davide Pietrobon, another JPL Planck scientist.

"We're puzzled though, because this haze is brighter at shorter wavelengths than similar light emitted elsewhere in the galaxy," added Gorski.

Several explanations have been proposed for this unusual behaviour.

"Theories include higher numbers of supernovae, galactic winds and even the annihilation of dark-matter particles," said Greg Dobler, a Planck collaborator from the University of California in Santa Barbara, Calif. Dark matter makes up about a quarter of our universe, but scientists don't know exactly what it is.

The second all-sky image is the first map to show carbon monoxide over the whole sky. Cold clouds with forming stars are predominantly made of hydrogen molecules, difficult to detect because they do not readily emit radiation. Carbon monoxide forms under similar conditions, and though it is rarer, the gas emits more light. Astronomers can use carbon monoxide to identify the clouds of hydrogen where stars are born.

Surveys of carbon monoxide undertaken with radio telescopes on the ground are time-consuming, so they are limited to portions of the sky where clouds of molecules are already known or expected to exist. Planck scans the whole sky, allowing astronomers to detect the gas where they weren't expecting to find it.

Planck's primary goal is to observe the Cosmic Microwave Background, the relic radiation from the Big Bang, and to extract its encoded information about what our universe is made of, and the origin of its structure.

This relic radiation can only be reached once all sources of foreground emission, such as the galactic haze and the carbon monoxide signals, have been identified and removed.

"The lengthy and delicate task of foreground removal provides us with prime datasets that are shedding new light on hot topics in galactic and extragalactic astronomy alike," said Jan Tauber, Planck project scientist at the European Space Agency.

Planck's first findings on the Big Bang's relic radiation are expected to be released in 2013. The new results are being presented this week at an international astronomy conference in Bologna, Italy.

NASA's Planck Project Office is based at NASA's Jet Propulsion Laboratory, Pasadena, Calif. JPL contributed mission-enabling technology for both of Planck's science instruments.
