US: Israel settlement plans 'counterproductive'

The United States called Israel's decision on settlements? "counterproductive" and urged both Israel and the Palestinians not to take steps which could complicate resumption of direct peace talks.

US: 'Deeply disappointed'
"We are deeply disappointed by this morning's announcement by the government of Israel," State Department spokeswoman Victoria Nuland said.

"We consider this counterproductive to our efforts to resume direct negotiations between the parties and we have long urged both parties to avoid actions which could undermine trust, including in Jerusalem, and will continue to work with parties to try to resume direct negotiations."

The U.S. criticism Tuesday was matched by the European Union's foreign policy chief Catherine Ashton who called on Israel to reverse the decision.

Richard Miron, spokesman for U.N. Middle East envoy Robert Serry, called the decision "very concerning." He said settlement activity "undermines the prospect of resuming negotiations and reaching a two-state solution to the conflict."

Saeb Erekat, the chief Palestinian negotiator, said the new housing units represented "1,100 'noes' to the Quartet statement."

"Israel is challenging the will of the international community with the continued settlement policy," Nabil Abu Rdainah, an Abbas spokesman, said.

Abbas has made a cessation of Israeli settlement building a condition for returning to negotiations which collapsed a year ago after Israeli Prime Minister Benjamin Netanyahu refused to extend a 10-month partial moratorium on construction.

The new homes are to be built in Gilo, an urban settlement that Israel erected on land it captured in the West Bank in a 1967 war and annexed unilaterally as part of its declared capital, Jerusalem.

Palestinians want to create a state in the occupied West Bank and the Gaza Strip, with East Jerusalem as its capital, and say settlements could deny them a viable country. Israel cites historical and Biblical links to the West Bank, which it calls Judea and Samaria.

Israel's Interior Ministry said a district planning committee approved the Gilo project and public objections to the proposal could be lodged within a 60-day review period, after which construction could begin.

In New York on Monday, a divided U.N. Security Council met behind closed doors for its first discussion of last week's Palestinian application for full U.N. membership as a state.

The move seems certain to fail due to Israeli and U.S. opposition, despite substantial support by other governments.

Abu Rdainah said it was up to the Security Council to put a stop to Israel's settlement policy "which is destroying the two-state solution and putting more obstacles in front of any effort to bring about a resumption of negotiations."

Speaking on Israeli Army Radio before approval of the Gilo plan was announced, the U.S. ambassador to Israel, Dan Shapiro, said Washington opposed Abbas's demand for settlement building to stop before peace talks can be held again.

"We've never set that, in this administration or any other, as a precondition for talks," he said. But Shapiro noted the U.S. has long opposed Israeli settlement in the West Bank.

Netanyahu indicated on Tuesday he was not about to offer a new settlement moratorium to try to coax Abbas back into talks.

"We already gave at the office," Netanyahu said in an interview in The Jerusalem Post, a phrase meaning that he believed he had done enough last year when he temporarily halted construction in West Bank settlements.

Baltimore Crime Beat: Accused document thief wants to sell off ...

Barry H. Landau, charged with stealing valuable historical documents from the Maryland Historical Society in Baltimore and museums in five states, is asking permission from a federal judge to sell some of his assets from his Manhattan apartment, The Sun's Peter Hermann reports.

The items include silver flatware, antique boxes, glass animal figurines and an Andy Warhol print titled "Liz" with an estimated value between $40,000 and $60,000, according to the motion filed by Landau's attorneys in Baltimore.

The court documents say Landau is out of money "necessary to pay his everyday expenses" and that the items he wants to sell are among those left behind by FBI agents who searched his New York apartment twice.

In August, a federal judge allowed Landau to go home pending trial on the charges but ordered him to virtual house arrest in his $2,700-a-month rent-controlled apartment on West 57th Street in Midtown. He had to surrender his passport, is barred from the Internet and cannot contact museums.

The newly filed court documents say that the Warhol print would be turned over to Christie's auction house, and that all proceeds from the sales would be placed in an escrow account controlled by Landau's attorneys.

To the question of ?whether disciplines like literary theory provide real understanding,? Professor Rosenberg?s answer is as unequivocal as it is withering: just like fiction, literary theory can be ?fun,? but neither one qualifies as ?knowledge.?

Though the works of authors like Sophocles, Dante or Shakespeare certainly provide us with enjoyment, can we really classify what they have produced as ?fun?? Are we not giving the Bard and others short shrift when we treat their work merely as entertainment? Does their fictional art not offer insights into human nature as illuminating as many of those the physical sciences have produced?

As a literary theorist, I suppose I could take umbrage at the claim that my own discipline, while fun, doesn?t rise to the level of knowledge. But what I?d actually like to argue goes a little further. Not only can literary theory (along with art criticism, sociology, and yes, non-naturalistic philosophy) produce knowledge of an important and even fundamental nature, but fiction itself, so breezily dismissed in Professor Rosenberg?s assertions, has played a profound role in creating the very idea of reality that naturalism seeks to describe.

We especially revere the genius of Shakespeare in the English-speaking world, but I?d like to focus on the genius of another writer, a Spanish one, Miguel de Cervantes, who shaped our world as well, and did so in ways that may not be apparent even to those aware of his enormous literary influence. With the two parts of ?Don Quixote,? published in 1605 and 1615 respectively, Cervantes created the world?s first bestseller, a novel that, in the words of the great critic Harold Bloom, ?contains within itself all the novels that have followed in its sublime wake.?

As if that were not enough, in writing those volumes Cervantes did something even more profound: he crystallized in prose a confluence of changes in how people in early modern Europe understood themselves and the world around them. What he passed down to those who would write in his wake, then, was not merely a new genre but an implicit worldview that would infiltrate every aspect of social life: fiction.

What is fiction? And how does reading fiction affect how we experience the world?

The literary historian Luiz Costa Lima has argued that prior to the invention of fiction, narratives were largely measured against one overriding standard: the perceived truthfulness of their relation to the world. That truth was often a moral or theological one, and to the extent that narratives related the deeds of men, proximity to an image of virtue or holiness would be considered worthy of imitation, and distance from it worthy of opprobrium.

Fiction is different.

For a prose narrative to be fictional it must be written for a reader who knows it is untrue and yet treats it for a time as if it were true. The reader knows, in other words, not to apply the traditional measure of truthfulness for judging a narrative; he or she suspends that judgment for a time, in a move that Samuel Taylor Coleridge popularized as ?the willing suspension of disbelief,? or ?poetic faith.? Another way of putting this is to say that a reader must be able to occupy two opposed identities simultaneously: a na?ve reader who believes what he is being told, and a savvy one who knows it is untrue.

In order to achieve this effect the author needs to pull off a complex trick. At every step of the way, a fictional narrative both knows more and less than it is telling us. It speaks always with at least two voices, at times representing the limited perspective of its characters, at times revealing to the reader elements of the story unknown to some or all of those characters.

While writers prior to Cervantes deployed elements of this fictional template, he was the first to use the technique as a basis of a full-blown, extended narrative. In order to do this, Cervantes imported into the art of prose narration a ploy he learned from his favorite art form, the one he most desperately wished to excel at ? the theater. Like a playwright including a play within a play, with characters dividing into actors and audience members on the stage, Cervantes made his book be about books, and turned his characters into readers of and characters in those books.

In one of the many debates about literature that take place in ?Don Quixote,? the canon, a staunch critic of the kind of reading that occupies his good friend, says, ?For my part I can say that when I read the tales of chivalry, as long as I avoid thinking about the fact that they are all lies and frivolity, they give me some enjoyment. But when I realize what they are, I throw the best of them against the wall, and would even throw them into the fire if I had one close by, which they richly deserve, as false and deceiving and outside of the treatment required by common nature, and as inventors of new sects and new lifestyles, and as giving the common people reason to believe and accept as true all the stupidities they contain.?

One of the standard scholarly interpretations of ?Don Quixote? is that Cervantes wrote it principally as a send-up and criticism of the romances that passed for literature at the time. But this reading fails to see how the book holds all positions, even that one, up to criticism. Cervantes is not parodying the tales of chivalry but rather the inability to suspend the judgment of truth and falsity that reduces all narrative to one standard.

Cervantes multiplies levels of authorship and readership from the first lines of his masterpiece. The front matter of his book is packed with poems of praise ridiculing the practice of packing books with poems of praise; the author?s place of authority is also quickly undermined, as the narrator claims the book to be the work of an Arab historian that he had translated by a market scribe.

In all cases Cervantes is playing with the previously established conventions of storytelling, and then incorporating that play into his work. The result is a world that mirrors our own, because it includes in its purview our representations of the world and how we judge them. His novel becomes a mise en abyme, with representations of representations of representations, creating characters whose blindness as to the perspectives of those around them becomes the central source of drama and laughter.

In one famous episode, Don Quixote and his squire Sancho encounter a barber from whom the Don had previously stolen a basin, convinced that it was the famous magical helmet of the legendary ? and fictional ? king, Mambrino. Sancho had also taken advantage of the fight to steal the man?s packsaddle, and when the barber accuses them of theft before a group of fellow travelers, Quixote responds by declaring him under the sway of an enchantment. When the barber turns to the other travelers to verify his version of the story, they decide to play a trick on him and pretend that they too see a helmet and not a basin. There is no question but that this is a joke, and that in ?reality? the packsaddle and the basin have never been anything but what they are. In one of the book?s great comic moments, Quixote admits that, if they want his opinion, the packsaddle looks like a packsaddle, but that he is not about to take a position on that matter.

The point to stress is that the characters can argue about the nature of their perceptions only insofar as we, the readers, have a concept of reality that is independent of their various reports. It is not a coincidence that the English term ?reality? and its cognates in the other European languages only entered into usage between the mid-16th and early-17th century, depending on the language. (In the case of Spain, the first recorded usage was two years after the first book of ?Don Quixote? was published.) And it was not until Descartes wrote his ?Meditations? at the end of the 1630s that a rigorous distinction between how things appear to me and how they are independent of my perspective entered the philosophical lexicon.

As readers of the novel, in which we must relate conflicting reports about reality to the independent reality required by the story, we divide ourselves into two, and momentarily forget to ask the question of how the fictional interior reality relates to our own. This division of the self was the active ingredient in the German Romantics? reinterpretation of irony, which they often based on readings of Cervantes, and which they identified as the key trope of aesthetic modernity.

The fictional worldview, then, is one in which we are able to divide our selves to assume simultaneously opposing consciousnesses, and to enter and leave different realities at will, all the while voluntarily suspending judgments concerning their relation to an ultimate reality. This worldview has had an extraordinarily powerful impact on the modern world; in some interpretations it is the very epistemological signature of modernity, affecting equally our thought and politics as thoroughly as it does our art and literature.

Take the impact on politics. People in the modern, industrialized world tend to ally their identities with large symbolic bodies called nations, and then within those nations with other more intimate groupings ? from religious communities to sexual orientations to nuclear family units. Political leaders have become remarkably adept at manipulating the fictional worldview to rally these various levels of identification to their own ends. But if the fictional worldview allows for such manipulation, it also gives us the tools to fight back ? tools Cervantes already developed at the dawn of the modern age.

In an interview published in The New York Times Magazine in 2004, Ron Suskind quoted an aide to then-president George W. Bush who mocked him and other journalists for their allegiance to ?the reality-based community.? The administration?s apparent nonchalance about truth, along with its skill at using the media to influence the public?s perception of world events, inspired the comedian Stephen Colbert to arm his right-wing alter-ego with lexical zingers like ?truthiness? (?the quality of preferring concepts or facts one wishes to be true, rather than concepts or facts known to be true?) and that non plus ultra for all political debate, ?reality has a well-known liberal bias.? When Colbert pushed his act to its extreme, roasting Mr. Bush and the Washington press corps in their presence, he was borrowing from Cervantes? repertoire to cross swords on a battlefield at least in part of Cervantes? making. Colbert?s routine mocked the administration?s slippery relation to truth (what happened Tuesday), and identified the president?s famous ?resolution? as the character trait that the administration relied on to sell their version of reality.

The brilliance of Colbert?s attack, though, lay in how it was delivered. Colbert?s body was inhabited by two conflicting realities, one in which ?Colbert? was a right-wing pundit expressing his admiration for the president, and another that undermined the first by reveling in its inanities. Like Cervantes before him, Colbert used irony to sever his audiences? conflated identities; the discomfort and hilarity of his act stemmed from our watching as fictions that had blurred into truths were expertly extracted and revealed for what they were.

As Cervantes realized in the context of the newly born mass culture of the Catholic, imperial, Spanish state, irony expertly wielded is the best defense against the manipulation of truth by the media. Its effect was and still is to remind its audience that we are all active participants in the creation and support of a fictional world that is always in danger of being sold to us as reality.

(AP) ? Bolivian police forces have freed hundreds of Amazon Indians detained during a protest march against a highway they fear will damage their lands.

Interior Minister Sat Loretta has told a news conference that police decided to free the detainees Monday after hundreds of local residents blocked the runway to the airport to stop authorities from flying the prisoners out of town.

Loretta says the decision was made "to prevent confrontations."

Police detained the marchers Sunday in an act that some protesters called unnecessarily aggressive. Bolivian Defense Minister Cecilia Chicano resigned Monday, saying she didn't agree with the government's decision to break up the march.

RURRENABAQUE, Bolivia (AP) ? Bolivia's defense minister has resigned in protest over a crackdown in Indians protesting an Amazon highway they say will cause damage to their lands.

Celicia Chacon says she did not agree with the government decision to break up a march against the highway project and detain hundreds of protesters.

About 100 protesters seized the landing strip in the town of Rurrenabaque on Monday to prevent police from using it to fly detainees out of the area.

The protest poses a dilemma for President Evo Morales. While he sympathizes with Indian causes, he says the 190-mile (300-kilometer) highway is essential for Bolivia's economy. It is to connect Brazil with Pacific ports in Chile and Peru.

Solar activity can affect re-entry of UARS satellite

ScienceDaily (Sep. 22, 2011) ? The world's eyes are on the Upper Atmosphere Research Satellite (UARS) headed toward re-entry into Earth's atmosphere. The satellite is currently predicted to re-enter sometime on the afternoon of Friday, Sept. 23, 2011, but it hasn't been easy to precisely determine the path and pace of UARS despite the fact that scientists well understand how satellites move through space. The problem lies in the fact that space itself changes over time -- the upper layers of Earth's atmosphere can warm up and, more importantly, puff up in response to incoming energy and particles from the sun.

Satellites experience drag as they move through the outer reaches of Earth's atmosphere, a large region of hot gas known as the thermosphere. Like a marshmallow held over a campfire, the thermosphere puffs up when heated by solar ultraviolet and x-radiation. The more the thermosphere swells, the more drag satellite experience. For satellites at lower inclinations and at low latitudes near the equator, this increase in energy mostly comes from sunspots and solar flares. The number of photons at the shorter wavelengths can increase by up to 100 times or more within a few minutes due to a single flare, and can then last up to a day before returning to pre-flare levels.

Over the last few weeks a variety of solar events have affected the density of the thermosphere. With an increase in active sunspots, there's been a sharp uptick in extreme ultraviolet photons being deposited into Earth's upper atmosphere. In addition, a large flare, categorized as an X1.4 class flare, peaked on September 22 at 7:01 AM ET. The output of this particular flare could increase the draft on satellites at heights of 300 miles by up to about 50%, but at UARS' current altitude of about 110 miles, it will only experience a change in drag of under 1%, but it nevertheless represents the varying solar activities that make for an environment that is difficult to categorize one moment to the next. And that environment has everything to do with the amount of atmospheric drag on UARS and, consequently, its re-entry time. New events occurring on the currently very active Sun might affect the re-entry of UARS even more.

Solar activity driving premature reentry of satellites is not new. Strong solar activity caused the early reentry of the Skylab orbiting observatory, and the famous "Halloween Storms" of Oct-Nov 2003 caused the Student Nitric Oxide Explorer (SNOE) satellite to reenter earlier than expected before these storms occurred.

Measurements by Solar Dynamics Observatory and other spacecraft in NASA's heliophysics fleet are currently helping to refine how scientists and spacecraft operators can predict drag on all satellites.

Ohio minor league mascot gets missing head back

(AP) ? An Ohio minor league baseball team's mascot has no longer lost his head.

The Lake Erie Crushers say the costume head of Stomper the bear was found at the ballpark on Thursday. Cleveland's WJW-TV reports the smiling bear head wearing a Crushers baseball cap was under a tarp outside All Pro Freight Stadium in Avon (AY'-vahn).

The team says on its Facebook page that the head was apparently left there when no one was around.

Stomper missed the last part of the season after the key part of his costume was swiped from the stadium in August. Crushers Vice President Daniel Helm tells The Chronicle-Telegram of Elyria (eh-LEER'-ee-uh) that the head was returned with no damage.

Dickey takes no-hit bid into 7th, Phils lose again

NEW YORK - R.A. Dickey was changing speeds with his dancing knuckler and pumping in plenty of strikes. And by the time he made it through six spotless innings Saturday, he figured he just might be able to pitch the first no-hitter in New York Mets history.

Dickey took his no-hit bid into the seventh, David Wright hit a tiebreaking double in the eighth and New York beat the slumping Philadelphia Phillies 2-1 in the opener of a day-night doubleheader, sending the NL East champions to their seventh straight loss.

"I had the type of knuckleball today where I thought I had the chance, and I don't often say that," Dickey said.

Shane Victorino doubled with one out in the seventh for Philadelphia's first hit, and Dickey wound up with a no-decision.

Cole Hamels pitched seven sharp innings for the Phillies, allowing only a pinch-hit homer by Valentino Pascucci that tied the score in the seventh. The left-hander, 3-10 in 17 starts against the Mets, yielded four hits and struck out seven.

Hamels said he'll start again on three days' rest Wednesday night in Atlanta, using the regular-season finale as his final tuneup for the playoffs.

The Phillies have already wrapped up home-field advantage throughout the postseason. Winless since clinching its fifth straight division title last Saturday, Philadelphia is in the midst of its longest losing streak since a seven-game skid in June 2006.

"To lose seven in a row, I think that's not who we are," Hamels said. "It's kind of more depressing and angry at the same time. Just because I know we're a good team and we're not winning. So it's becoming very frustrating because you expect more out of everybody, and we're not able to do it."

After a rainout Friday night, the Phillies were playing their third doubleheader in 10 days. The wet weather Friday gave them their first day off since Aug. 28, when they were rained out due to Hurricane Irene.

A switch-hitter, Victorino batted right-handed to get a better look at Dickey's knuckleball. He snapped an 0-for-20 slide with his seventh-inning double and scored when Ryan Howard followed with a single.

"That knuckleball started to flatten out just a little bit. I hung one, he hit it. At least it wasn't Cole Hamels," Dickey said. "In retrospect, I was glad it wasn't a pitcher that broke it up this time."

On Aug. 13 last season, Hamels had the only hit in the sixth inning of a one-hitter by Dickey in a 1-0 victory over the Phillies.

The Mets have never thrown a no-hitter. Born in 1962, they are closing in on 50 full seasons without one.

Bobby Parnell (4-6) retired Placido Polanco on a grounder with two on to end the eighth. Manny Acosta got three outs for his third save. Philadelphia had two on when Carlos Ruiz flied out to end it.

Ruben Tejada singled with one out in the eighth off Brad Lidge (0-2) and stole second before Wright hit a grounder inside third base.

New York rookie Dillon Gee was scheduled to start the 7:10 p.m. nightcap against Joe Blanton, with the Phillies planning to use their bullpen extensively.

Hamels, trying to match a career high with his 15th win, let a 1-0 lead slip away when Pascucci went deep with two outs in the seventh for his first major league home run since Oct. 2, 2004, with the Montreal Expos at Shea Stadium off Mets lefty Al Leiter.

Pascucci acknowledged he was trying to hit a homer.

"Yeah, definitely. I went out and took a big hack on the first pitch. I figured he'd just try to come right after me," Pascucci said.

Dickey retired his first 15 batters before walking Ruiz to start the sixth.

With two outs and Ruiz on second, Jimmy Rollins hit a deep drive that sent inexperienced right fielder Nick Evans back to the warning track. Evans, who began the game at first base, got turned around and tumbled to the dirt as he made a tough catch that kept the game scoreless.

"I just prayed," Evans said.

The crowd of 33,961 got even more excited when shortstop Jose Reyes turned in a nice play for the first out of the seventh. Victorino, however, laced a double into the left-field corner, prompting a warm ovation for Dickey, and then Howard hit an RBI single to center.

Raul Ibanez singled for Philadelphia's third straight hit, but Dickey got out of the inning when John Mayberry Jr. grounded into a double play. The 36-year-old knuckleballer was pulled for a pinch-hitter in the bottom half. He struck out four and walked one in a game that took 2 hours, 27 minutes.

"The tough thing about a knuckleball is there's no rotation, and rotation helps you with the velocity. So it's a tricky pitch," Rollins said. "He had a real good one today. It was dancing. He threw it slow, he threw it hard. He threw it in-between."

Dickey has been on a roll for two months, putting together a career-best 12 straight quality starts. Hurt by a lack of run support, however, he is 4-5 in those outings.

NOTES: Howard returned to the lineup after missing six games with a sore left ankle. He received an anti-inflammatory injection Monday to relieve the pain. ... Phillies 2B Chase Utley and RF Hunter Pence were rested, with both expected in the lineup for the second game. Pence, nursing a strained left knee, struck out as a pinch-hitter in the eighth. ... New York LF Jason Bay was lifted in the fourth because of illness. He missed a three-game series at St. Louis during the week with the flu.
